One of the GOP’s most prominent get-out-the-vote organizers and a relentless critic of supposed Democratic voter fraud, reportedly allowed Republican operatives from across the country register at his Pennsylvania home and cast ballots in the swing state.
An investigation by The Bulwark found that Republican operative Scott Presler bought a house in Beaver County, north of Pittsburgh, in April 2024, and voter records show that three people outside his family used the address to vote in Pennsylvania that year, and legal experts say that raises questions about whether they ever established residency as state law requires.
Pennsylvania requires voters to live in their election district for at least 30 days before Election Day, at a place “to which, whenever he is absent, he has the intention of returning.” The law says someone who arrives “for temporary purposes only” has not gained residency.
One of the voters, political consultant Heather Langley, referred to Louisiana as her home state in posts during the 2024 campaign. FEC filings for the payments she received from Presler’s PAC listed a Florida address, and she voted in Florida in a special election in April 2025, according to The Bulwark.
Another, Alfred Ashley of Oklahoma, posted on Sept. 20, 2024, “As an out of state resident, I can not legally register voters here.” Three days later, he wrote that he “Moved to Pennsylvania JUST to vote for Trump,” and shortly after the election, he posted that he was “driving to Oklahoma tomorrow.”
A third, Joseph Albert Petriella, listed Arlington, Virginia, addresses on federal donation forms, including one made six days before the election, the investigation found.
This year, Braden Douglas Sisk, who describes himself as a Washington state national delegate to the RNC, registered at Presler’s address in June and appears to have already voted. On Oct. 18, he posted that he was heading “back home to Washington State” to “chase ballots.”
Even Presler – who has repeatedly claimed the 2020 election was stolen – appears to spend little time at the house, according to The Bulwark. He has listed a family home in Virginia on his federal donations, and in August 2025 he said he hadn’t “been home since December.”
“It’s not even a close call under Pennsylvania law,” Philadelphia election lawyer Adam Bonin said of temporary work stays.
“These are people who are gaming the system, which is exactly what they’ve been railing about,” said Marian Schneider, Pennsylvania’s former deputy secretary of state for elections.
Presler’s PAC, Early Vote Action, called him “a generous person” whose friends found residency in his home while “actively working and residing in Pennsylvania.” It blamed the state’s voter rolls: “It is pure madness that PA can’t clean up their voter rolls.”
