Mystery abounds over Trump ballroom donor’s ‘remarkable winning streak’

A donor to President Donald Trump’s White House ballroom project is riding a “remarkable winning streak” after landing approval for a business deal and a role overseeing $201 million in public money, raising questions about potential conflicts of interest.

Talking Points Memo investigative reporter Josh Kovensky examined Russian-American investor Konstantin Sokolov’s rise, including his business interests in the region where he now oversees a government-backed investment fund.

“He hardly would be my first choice,” said Daniel Fried, a former State Department sanctions coordinator.

Sokolov was listed as a ballroom contributor days before a company he manages sought Treasury permission to buy an Armenian copper mine previously owned by sanctioned Russian bank VTB. The license came through roughly 10 weeks later, “a timeline experts described to TPM as remarkably quick,” the outlet reported.

The State Department subsequently appointed him to chair the $201 million Trans-Caspian Enterprise Fund.

“You have to ask yourself whether his involvement in [the Trans-Caspian Enterprise Fund] is going to lead to conflicts of interests,” Fried said.

The “mystery” extends to Sokolov’s wealth and the 51-year-old Russian-American investor himself, who “has little in the way of a publicly documented business career before 2025,” Kovensky reported Tuesday. But his political donations have since exploded.

“Since 2025, he has given more than $14 million to Republican causes, according to FEC records,” TPM said. “Before that, his only contributions were in 2008: a combined $3,600 to Barack Obama and a PAC supporting him.”

Sokolov’s spokesperson argued the outlet confused his biography with another person. But TPM checked names, birth years and education records to distinguish him from two similarly named men.

Sokolov’s representative denied any conflict or connection between his donations and the sanctions license.
