Ex-LAPD cop charged with murder 10 years after homeless man’s shooting death

The former Los Angeles Police Department officer who was arrested last week for allegedly killing a homeless man 10 years ago has been charged with murder.

Clifford Proctor, 60, pleaded not guilty to second-degree murder on Friday, and he is being held without bail, the Los Angeles Times reports.

The Los Angeles County District Attorney’s Office said he’s due back in court on Nov. 3.

Proctor is accused of killing an unarmed homeless man, 29-year-old Brendon Glenn, in 2015, and since then, multiple district attorneys have considered filing charges against Proctor.

In 2018, former District Attorney Jackie Lacey “concluded there was insufficient evidence to prove Proctor acted unlawfully when he used deadly force,” though her successor, former District Attorney George Gascon, “re-examined four use-of-force cases involving law enforcement officers, including the Proctor case,” during his term, the LADA Office said.

Now, the decision falls to the current office holder.

“As the indictment has now been unsealed, District Attorney Nathan J. Hochman will be reviewing the case and will make a determination at a later date whether to proceed with the prosecution,” his office said.

That Hochman’s decision will come a decade after Glenn’s death raised questions for Proctor’s attorney, Anthony Garcia, when he spoke with the Times.

Garcia, who otherwise declined to comment, noted that previous prosecutors “determined there was nothing to proceed” on, the Times reports.

The attorney representing Glenn’s family, however, told KTLA that Glenn’s mother, Sheri Camprone, is hopeful for justice.

“It’s about time,” said Camprone through attorney V. James DeSimone.
