Mail theft and fraud involving over 10 victims leads to arrests in Ventura County

A coordinated response by Camarillo police led to the arrest of two men on Thursday following a reported mail theft at the United States Postal Service office on the 2100 block of Pickwick Drive, authorities said.

Camarillo Patrol deputies responded around 1:10 p.m. on Sept. 18 after learning mail had been stolen from the facility. Officers soon spotted a suspicious vehicle nearby. As deputies prepared to conduct a traffic stop, the suspects were observed discarding stolen mail from the car, the Ventura County Sheriff’s Office said.

The vehicle was stopped, and the suspects, identified as Angel Garcia and Julian Mancilla Sotelo, were taken into custody. Officers recovered numerous pieces of mail inside and around the car, believed to have been taken from mailboxes in Camarillo, Carpinteria, Oxnard, and Ventura.

Detectives from the Camarillo Investigations Bureau identified at least 16 victims so far and returned many of the recovered items. Officials said the investigation is ongoing to determine whether additional residents were affected.

Garcia and Mancilla were booked into the Ventura County Main Jail on multiple charges, including mail theft, identity theft, fraud involving 10 or more victims, conspiracy, and destruction of evidence.

The Ventura County Sheriff’s Office credited the arrest to public tips and urged anyone who may have been affected to contact investigators at (805) 654-9511.
