Officers responded to a call for service at a home near 83rd Avenue and Happy Valley Road around 9:59 p.m.
The victim, 64-year-old Casey Orlowski, told the 911 dispatcher that Parker, his stepson, had pointed a handgun at him and his wife multiple times.
According to Peoria police, Orlowski noted that Parker had a history of mental health-related issues as well as access to firearms in the home.
Police said that at the time of the call, Orlowski did not know where Parker or his wife were. However, Orlowski’s wife had found safe haven at a neighbor’s house, where a second 911 call was made, police said.
When officers arrived on the scene, they heard multiple gunshots from inside the residence and tried to get inside. However, the metal security door was locked, preventing them from doing so.
Police said that as they devised a plan to get in the house, Parker came out with his hands up and was detained.
Officers then conducted a sweep of the house and found Orlowski laying on the ground, suffering from an apparent gunshot wound.
Police said that the shooting seemed to be an isolated domestic violence incident and that there is no threat to the community.
Detectives are still investigating what led to the shooting.
