San Fernando Valley residents say growing RV encampment is taking over their neighborhood

Residents in a San Fernando Valley neighborhood said a growing number of people living in RVs have taken over the streets, escalating concerns over crime and possible drug activity.

Neighbors in Winnetka said encampments with RVs and trailers have been parked along Chase Street and Winnetka Avenue for several months and the number of vehicles continues growing.

“It’s lined with RVs,” said John Shreve, a resident. “My biggest concern is the kids down the street with all these schools. They’re seeing all this trash and open drug use.”

Concerned neighbors said they’ve contacted Bob Blumenfield, the city councilmember who represents their district, several times but were reportedly told there was nothing officials could do about the situation.

“I don’t understand why things can’t be done about this,” Shreve told KTLA’s Mary Beth McDade. “All my neighbors and myself have complained to Bob Blumenfield several times and nothing gets done.”

KTLA reached out to Blumenfield’s office for comment and on Wednesday afternoon, witnessed a Department of Transportation officer respond to an encampment and cite several RVs for being parked for more than 72 hours. 

It’s unclear whether the citations were already in the works or a direct result of KTLA’s calls.

Locals were also concerned about the encampments’ proximity to schools and parks. Shreve said many of the people living in the parked trailers and RVs appear to be suffering from mental health or substance abuse issues.

“There are so many services out there for these folks, but they refuse to take it because there are rules,” Shreve said.

KTLA later received a statement from Blumenfield’s office that said in part, “My staff and I are aware of the RVs and ongoing issues at this location. We are working with city departments, including L.A. Sanitation and LAPD, to conduct a cleanup.”

Neighbors said they hope the situation is addressed soon before the encampment continues growing.
