Neglected Dog With Matted Fur Surrendered— Wearing ‘$300 Tiffany Collar’

A dog surrendered to a California rescue group has captured hearts online after his dramatic transformation—from being left outside without food or water to wagging his tail at volunteers within just days.

The three-year-old pup, now named Truman, was brought to Community Effort Animal Rescue (C.E.A.R.) in Littlerock, California, after being surrendered by his owner. Staff were stunned when they removed his collar to discover what appeared to be a $300 Tiffany & Co. dog collar.

“The irony of pulling this $300 Tiffany’s collar off of him,” the rescue wrote in a video shared to Instagram.

Despite the luxury pet accessory, the rescue said the dog was forced to live outdoors, often without food or water in extreme heat, with temperatures topping 100 degrees.

Neglected but not broken

When staff first met him, the dog was severely matted, reactive, and described as “growling and snapping.” Rescuers worried he might be dangerously emaciated beneath his fur and anticipated he would need sedation just to be groomed.

“This pup is only 3 years old,” the rescue wrote in a post on Instagram. “How quickly he was purchased and then discarded. I’ll never want to understand this.”

A Remarkable Transformation

Just days later, volunteers were moved to tears by his rapid progress. Initially fearful and defensive, the dog shocked staff on the fifth day by running toward them, wagging his tail, and seeking affection.

“We have never had a pup come around this quickly,” staff said in an update video. “I thought I was ready for day 5’s update—I wasn’t. Some moments leave you speechless, wrapped in a mix of happiness, relief, and pride for the work we pour our hearts into every day. This is one of those moments.

“All he ever needed was some food, a safe place to sleep, and a sense of peace,” they said.

Newsweek reached out to Community Effort Animal Rescue via email for comment.

Animals in shelters across the U.S.

Sadly, Truman’s story is not rare, as more rescues struggle with intakes that are often outpacing adoptions. In 2024, shelters nationwide saw a net increase of 103,000 animals, with more pets entering than leaving. Compared to 2019, total intakes remain about 11 percent lower, but the imbalance between intake and adoption continues to strain shelter resources.

Of the 5.77 million dogs and cats entering shelters and rescues in 2024, 60 percent were strays, 29 percent were owner surrenders, and 11 percent came from other sources such as seizures or being born in care.
