Inconsistencies run rampant through a White House “fraud ledger” that supposedly uncovered hundreds of billions of dollars in misused federal funds, according to a new analysis from the Washington Sun.
President Donald Trump’s administration declined to explain those inconsistencies or disclose how it calculated the numbers on the ledger, published in August, according to the report.
A senior White House official told The Sun only that the “methodology was produced by fraud experts from within the Task Force and communicated to agencies.”
But opacity is fueling doubts among oversight specialists inside and outside government, according to the report.
“The fraud ledger appears to be primarily a piece of propaganda that provides very little, if any, meaningful information,” said Linda Miller, president of the Program Integrity Alliance and a former Government Accountability Office official.
Vice President JD Vance, who leads the anti-fraud task force, told a Republican National Committee crowd that “we found $250 billion of fraud just since the president made me the fraud czar” in April, but the ledger dates its $245.7 billion figure to January 2025 – months before Vance took the role, and the White House won’t say which timeframe is accurate.
Other entries raise similar questions.
The U.S. Small Business Association’s $22.2 billion in flagged fraudulent loans, cited as a win, was actually identified during the Biden administration, and a “top ten” enforcement action touting four captured fugitives includes three charged in 2019 and 2024 — before this administration took office.
The administration has cited fraud to justify withholding Medicaid funds in Minnesota and California, and it decertified fraud-control units in Hawaii and New York, even though New York’s unit has recovered more than $627 million since 2019.
“I don’t even know what to say,” said Andy Schneider, a former senior Medicaid official under President Barack Obama. “It’s illogical.”
Compounding the credibility problem, Trump has fired nearly 20 inspectors general since returning to office, weakening the apparatus that would typically verify fraud claims.
Mark Greenblatt, a former Interior Department inspector general, said quantifying prevented fraud has always been difficult to do credibly.
“No idea how this can be legitimate,” said one current senior Office of Inspector General official of the $250 billion figure. “If they’re not giving their methodology, these are kind of useless numbers. How is this at all serious?”
“Is Congress being bamboozled?” that current official added. “Is the public being bamboozled?”
