Former Phoenix interim police chief Michael Sullivan named as US Capitol Police chief

PHOENIX — Former Phoenix interim police chief Michael Sullivan was named the chief of the United States Capitol Police on Wednesday, according to a news release.

Sullivan withdrew his candidacy for Phoenix’s permanent position in April. Sullivan’s last day serving as Phoenix’s interim chief was April 18. He had been in the interim role since September 2022, when former Chief Jeri Williams retired.

Sullivan was tasked with helping reform Phoenix’s department while it was being investigated by the U.S. Department of Justice for abuses of power. The DOJ’s June 2024 report accused the Phoenix Police Department of a pattern of civil rights violations.

He previously led police reform efforts for three years as deputy commissioner for the Baltimore Police Department.

“With over 30 years of law enforcement experience across three major U.S. cities, Sullivan has focused on increasing transparency, improving departmental efficiency and fostering strong relationships between officers, elected officials and the community,” the Capitol Police Board said in the release.

Sullivan will be sworn in on June 30. The United States Capitol Police staff was part of the selection process to pick Sullivan, according to the release.

The city of Phoenix is expected to announce its new police chief in July. Sullivan was one of four finalists for the permanent role. After he stepped down, the city restarted its recruitment process, and the other finalists had to apply again.

“The Board is confident in Chief Sullivan’s experience, leadership and approach in protecting the Congress as an institution to ensure the legislative process is unimpeded,” the Capitol Police Board said in the release.

“The congressional community is fortunate to have a seasoned professional who will lead with integrity, ensure accountability and draw on his experience in providing a safe and secure environment for Members of Congress, staff and visitors. He will implement a strategic approach to optimize the Department’s resources and staffing, ensuring the USCP continues to uphold its mission with the utmost professionalism.”
