Maryland lost over $800M by failing to collect tolls, penalties from drivers

The agency that oversees Maryland’s toll roads and bridges failed to collect more than $800 million in tolls and penalties it was owed, according to a new audit.

The audit found that the Maryland Transportation Authority did not take available actions to collect unpaid tolls and penalties incurred by out-of-state drivers, which totaled $818.1 million as of January.

The majority of the unpaid sum — $587.2 million — came from unpaid penalties, according to the audit.

As of February, the transportation authority did not execute reciprocity agreements with other states that would require them to suspend the drivers’ vehicle registration if they did not pay, the audit found. The authority also did not contract with a third-party collection agency to help collect the money.

Drivers from Virginia were responsible for $234.7 million in unpaid tolls and fees. The audit was conducted for the period between March 2020 and May 2025.

In its response to the audit, the authority said it “acknowledges the importance of implementing a multiprong approach to collecting unpaid tolls from nonresident drivers.”
