Gruesome video shows the moment two vicious pitbulls mauled a 16-pound chihuahua on the Upper West Side — in what may be the second shocking attack involving the aggressive dogs.
Penny, a chihuahua mix and service pooch, is now in intensive care after one of the larger dogs set upon her out of nowhere at the corner of 86th Street and Columbus Avenue on Saturday night, according to the sickening footage.

The clips also shows the couple walking the two beefy pitbulls strolling away without helping after Penny was finally freed.
The owners appeared to be completely incapable of controlling the beast, and will likely face no serious criminal action, Penny’s owner Lauren Claus told CBS News.
Claus and her ex-boyfriend, Devon Allen, who share custody of Penny, are now calling for major changes to New York City laws.
“It’s obviously negligent. I mean, it’s clear that these dogs are a problem,” Allen said.
City Councilwoman Gale Brewer said this appears to be the second time the two dogs have attacked another dog and added she is now committed to launching an investigation and hopefully introducing new legislation to target repeat offenders, she told CBS News.
