OTTAWA COUNTY, Okla. — A Miami man with a decade-long criminal history of assault and battery and kidnapping arrests is being held in the Cherokee County, Kansas, jail.
Rusty Dale Reece, 32, is charged in Quapaw Nation Criminal Court with kidnapping, robbery, and aggravated battery. His bail is set at $55,000, online records show.
Quapaw Nation Chief Marshal Charlie Addington said law enforcement received a report of a man who was assaulted near the Indigo Sky Casino.
A preliminary investigation shows the alleged victim was taken to a rural Ottawa County road where he was assaulted and his wallet stolen, he said.
Reece was taken into custody in connection with the assault, Addington said.
Addington said law enforcement is looking for a second man associated with the alleged assault.
“The incident is under investigation, so we are not publicly releasing the second suspect’s name,” Addington said.
The alleged victim was taken by ambulance to a Joplin hospital and is expected to be released on Thursday.
Online records show Reece has been arrested eight times since 2019 on weapons, assault, kidnapping, and causing a riot in the Ottawa County jail violations.
In 2022, Reece was charged with three charges of intentional discharge of a firearm from a vehicle for allegedly shooting at someone in a car.
Charges were dismissed in 2023 due to jurisdictional issues. The U.S. Supreme Court decision, known as the “McGirt” decision, allowed tribes to reassert jurisdiction and operate their own judicial and law enforcement agencies. The Lawhorn ruling stems in part from that decision, allowing the existence of the Quapaw Reservation.
