Democratic former congresswoman Elaine Luria is trying to win back the Virginia 2nd District seat from Rep. Jen Kiggans (R), one of the most competitive races in the country and a focus of both parties in the quest for control of the House.
Kiggans, a geriatric nurse practitioner and Navy veteran, won the seat in 2022, defeating Luria, also a Navy veteran, who had flipped it from Republican control in 2018.
What’s at stake
Based in military-heavy Virginia Beach, the 2nd District had been considered a toss-up for most of the summer but late polling suggested a slight edge for Luria. It went for Donald Trump by two-tenths of a percentage point in 2024, then a year later chose Democrat Abigail Spanberger for governor by nearly eight points.
Kiggans has emphasized support for veterans as well as her background as a health care provider, while Luria has accused Kiggans of undermining those causes by supporting Trump’s initiatives, such as cuts to Medicaid through the One Big Beautiful Bill.
When the Supreme Court of Virginia struck down a voter-approved redistricting referendum this year that would have made it easier for Democrats to flip four of the state’s House seats, the party immediately turned its attention to two seats that still seemed flippable: the 2nd District and the nearby 1st District. Democrats hold 214 seats in the House and there is one vacancy in a heavily Democratic district. Democrats need a net gain of three seats to claim a House majority, so these Virginia districts have been crucial to their goal.
