California nuclear lab accused of severe systems failures putting national security at risk

A California laboratory tasked with protecting America’s nuclear arsenal is under fire after federal investigators uncovered alarming security failures that could have put some of the nation’s most sensitive secrets at risk.

The National Nuclear Security Administration (NNSA) slapped the operator of the Special Technologies Laboratory in Santa Barbara with a preliminary violation notice on Oct. 16, revealing that classified information had been processed on computer systems that were not authorized to handle it, according to the Daily Mail.

The troubling security lapses were serious enough for one violation to receive the Department of Energy‘s highest severity rating, a designation reserved for incidents involving actual harm or a significant potential threat to national security.

The laboratory’s operator, Mission Support and Test Services, LLC (MSTS), now faces a proposed $196,350 fine over the failures.

Federal officials have not revealed exactly what classified information was mishandled or whether any unauthorized individuals gained access to the sensitive material.

But the potential implications are staggering for a facility whose mission includes safeguarding America’s nuclear stockpile and detecting foreign nuclear weapons programs.

Classified government information must be processed on specially authorized systems equipped with strict safeguards to prevent sensitive material from falling into the wrong hands.

Using unapproved systems can undermine those protections, potentially exposing national security secrets to unauthorized access.

The Santa Barbara laboratory is a critical satellite facility of the Nevada National Security Sites, operating under the NNSA, the federal agency responsible for maintaining the safety, security and reliability of America’s nuclear weapons.

Its scientists and engineers develop sophisticated technologies to monitor nuclear weapons, conduct advanced experiments and detect potentially dangerous nuclear activities overseas.

The facility also works on nuclear counterterrorism, intelligence gathering and cybersecurity, including using artificial intelligence and advanced sensors to identify threats to critical infrastructure.

The bombshell findings stem from a security incident first discovered in March 2024, more than two years before the proposed penalty was announced.

MSTS marked the incident as closed in the Energy Department’s security reporting system on Aug. 5, 2024, and subsequently notified the department’s intelligence and counterintelligence office in February 2025.

But federal scrutiny continued. Investigators descended on the Santa Barbara facility for a fact-finding review from June 10 through June 12, 2025.

By September 2025, federal officials had launched a formal investigation into the handling of classified information on unauthorized computer systems.

A Sept. 10 letter to the contractor indicated investigators would also examine whether broader failures to comply with federal security requirements had occurred.

The Energy Department said its investigation would rely on documents gathered before and during the site visit, without requiring additional employee interviews or inspections.

The NNSA said the proposed financial penalty accounts for corrective actions intended to prevent similar security breaches in the future.

However, the agency’s publicly available summary does not specify what safeguards have been implemented or whether all identified vulnerabilities have been addressed.

MSTS has the opportunity to contest the findings or seek a reduction in the proposed penalty.

Under federal regulations, the contractor generally has 30 days after receiving the notice to respond, although extensions may be granted.

The penalty remains preliminary and officials have not publicly confirmed that classified nuclear secrets were stolen or exposed to unauthorized individuals.

The revelations nevertheless raise troubling questions about how sensitive information was handled at a facility entrusted with some of America’s most critical national security missions.
