For generations, Americans have enjoyed the security of two vast oceans, friendly relations with neighbors to the north and south, and the confidence that major conflict would remain far from our shores. Our skies have been quiet, our nation largely untouched, and it has been easy to believe that geography alone can protect us.
But as threats evolved, President Donald Trump recognized that our nation requires a new shield. This is why he launched the Golden Dome for America initiative in 2025.
We cannot defend tomorrow based on yesterday’s assumptions.
As we have seen in recent global conflicts, our adversaries are employing missiles and other advanced aerial weapons in new ways. They are fielding hypersonic missiles that travel at more than 7,600 miles per hour, low-flying cruise missiles that evade detection, weapons that travel around the globe through outer space, and autonomous drone swarms designed to overwhelm defenses.
The strategic landscape has fundamentally changed. For the first time in a generation, American cities, critical infrastructure and families face direct risks from adversaries that are rapidly fielding weapons that can strike from anywhere on the globe with little to no warning.
For decades, our defensive posture has relied on taking the fight to America’s adversaries while depending on our military might and strategic nuclear arsenal to deter attacks. Today, that legacy approach leaves us vulnerable; we accept tremendous risk by relying solely on our ability to strike back after we have already been hit. While our adversaries have spent decades investing in comprehensive homeland defenses to reject mutual vulnerability, they have also developed the intent and ability to strike Americans at home with weapons that bypass legacy systems.
As the National Defense Strategy makes clear, our approach must shift from hoping these capabilities are never used to actively ensuring that they never succeed. The strongest shield is one our adversaries never choose to test because they know they cannot achieve their objectives.
That is the purpose of Golden Dome for America.
Golden Dome is meant to deny aggressors any expectation that their missiles can be used reliably for coercive purposes. It will therefore strengthen deterrence-by-denial. We cannot wait until tragedy forces us to act, and we cannot afford another 9/11 attack.
With the support of the president, Congress and the secretary of war, we are moving with unprecedented urgency to build a layered, integrated shield capable of defending the country against the threats of today and tomorrow. Working alongside North American Aerospace Defense Command, U.S. Northern Command, U.S. Strategic Command, U.S. Pacific Command, U.S. Space Command, the military services, allies and partners, and industry teammates, we are integrating capabilities across land, sea, air and space into a unified defensive architecture unlike anything our nation has fielded before.
This is no longer simply a vision. Just this past June, Golden Dome reached a major milestone with a successful, complex live-fire test. It was not a scripted laboratory simulation. It was a rigorous, multi-domain engagement that neutralized all targeted threats, proving that we are on the right track and showcasing what is possible when warfighters, engineers and industry work side by side to protect the American people.
As our progress has accelerated, questions have understandably followed, particularly regarding cost and security.
Some have pointed to estimates approaching $1.2 trillion and higher for a future missile defense design. These sensational projections envision a hypothetical system using legacy technology and outdated cost models. They are fundamentally flawed. They assume that we are building a static architecture designed to intercept every hypothetical threat simultaneously. Instead, we are building a dynamic shield optimized for the threats that pose the greatest risk to our nation.
From its inception, Golden Dome was designed to break away from the legacy acquisition practices that far too often produced programs that were over budget, behind schedule and obsolete before being fielded. Congress has long challenged the Department of War to move faster, compete harder and innovate differently. That is exactly what we are doing.
Golden Dome employs an open design that allows technologies to be upgraded as threats evolve. We are employing commercial innovation, reusable launch capabilities, automation, artificial intelligence, rapid software development and continuous competition to deliver capability in months and years instead of decades. In line with the National Defense Strategy’s direction to supercharge the U.S. defense industrial base, Golden Dome will harness the ingenuity of established defense companies alongside nontraditional firms and emerging innovators nationwide.
Those who claim this technology is a far-off fantasy are misinformed. We are not waiting for unproven sci-fi breakthroughs. We are taking mature, battle-tested commercial and military systems that exist today and integrating them into a single intelligent network.
Simply put, we are building smarter and faster.
Our current cost estimate is approximately $185 billion. This funding secures our homeland against the most immediate and advanced threats today while providing a flexible foundation that can rapidly integrate new capabilities as the threat landscape evolves.
The American people deserve transparency, and Congress deserves the right to rigorous oversight. We have met with congressional committees and their members dozens of times over the past year, including providing classified briefings and updates on the program’s architecture, progress and threat assessments. At the same time, some aspects of Golden Dome must remain classified because our adversaries are actively attempting to exploit the very capabilities designed to protect our nation. Every technical detail we needlessly reveal gives them an opportunity to defeat our defenses. The advantage must remain in America’s favor.
While the investment is significant, the cost of failure could be immeasurably greater.
A single successful attack on a major U.S. port or economic hub could inflict trillions of dollars in damage. Furthermore, failing to defend our homeland could result in dangerous escalation of a conflict. Preventing that is not simply a military mission — it is a national obligation. The true value of the Golden Dome is not just in mitigating the destruction caused by a first strike but in denying adversaries the strategic confidence to cross that threshold in the first place.
Golden Dome represents a generational investment in U.S. security, much as previous generations invested in strategic deterrence and aerospace superiority, to preserve peace.
The threats confronting the U.S. are evolving faster than ever before. Golden Dome is a national commitment to never allowing our homeland to become vulnerable to coercion, intimidation or surprise attacks. It is a commitment to peace through strength, to deterrence and to ensuring that future generations inherit the security and quality of life that previous generations worked so hard to provide. Thanks to the president’s vision and decisive leadership, that is a commitment we can now keep.
