Goodyear approves zoning change for 2nd Estrella commercial hub

PHOENIX — Estrella, a 20,000-acre master-planned community in Goodyear, could soon see major changes.

That’s because the Goodyear City Council recently voted to approve a rezoning request that enables developers to transform 1,505 acres of vacant land into a mix of residential and commercial development.

Jennifer Meyers, the director of planning for Estrella Development Company, said Estrella could soon expand with a second commercial hub.

“With this approval, Estrella is poised to continue its evolution into a complete, connected and inclusive community,” Meyers said in a recent announcement.

What changes are coming to the Estrella community in Goodyear?

The new rezoning plan includes 18% open space, neighborhood parks and a residents’ club. It paves the way for:

  • New million-dollar community in Phoenix celebrates grand opening
  • Alta 87 apartment complex in Gilbert opens with free lease specials
  • San Tan Valley becomes Arizona's newest town after Pinal County leaders appoint council
  • Extending the Estrella community east of Estrella Parkway and south of Estrella Foothills High School.
  • Introducing a pedestrian-friendly layout that extends trails and community amenities.
  • Single-family homes, courtyard homes, multifamily units and single-family attached residences.
  • Adding a second commercial hub that can include shops, restaurants, office space and civic amenities.

These big changes could transform a community that’s already sprawling and active.

Estrella, which is around 17 miles west of Phoenix, is home to more than 8,400 families. It has over 500 acres of open space, over 50 parks, 72 acres of lakes and more than 65 miles of paths and trails.

Why was a vote necessary for a second Estrella commercial hub?

Before the city council’s vote, the land was zoned for up to 8,400 residential units, including 4,516 multifamily units, according to Vice President of Development with Estrella Development Company Jeff Zimmerman.

Put simply, developers are no longer bound by a 1988 zoning plan that favored commercial and multifamily projects.

The new plan that replaced the old one caps residential units at 6,034, with just 864 designated as multifamily.

“Estrella 14 represents the next evolution of our community,” Zimmerman said. “With this plan, we’re creating a vibrant, walkable environment that blends residential diversity with meaningful commercial opportunities.”
