Ukraine Offers $150B Weapons, Drones Deal to Secure Trump’s Backing: Report

Ukraine has proposed a massive $150 billion security package to the United States, combining $100 billion in European-financed American weapons purchases with a $50 billion drone production partnership.

Newsweek reached out to the White House via email on Monday for comment.

This proposal represents Ukraine’s strategic pivot toward appealing to Trump’s “America First” agenda by positioning the deal as beneficial to U.S. industry rather than traditional aid. The timing is critical as President Donald Trump has shifted away from his initial ceasefire demands following his Friday meeting with Russian President Vladimir Putin in Alaska, now pursuing a comprehensive peace settlement that appears to favor Russian positions on territorial concessions.

German Chancellor Friedrich Merz emphasized the broader implications, stating that any potential meeting between Ukrainian and Russian presidents “concerns all of Europe” and affects “the political order of Europe.” The deal could fundamentally reshape U.S.-Ukraine relations from an aid-based model to a commercial partnership while addressing European concerns about long-term security guarantees.

What To Know

The proposals were shared with Washington and European allies ahead of Ukrainian President Volodymyr Zelensky‘s meeting with Trump at the White House on Monday, according to the Financial Times.

When asked on Monday about further military aid for Kyiv, Trump told reporters: “We’re not giving anything. We’re selling weapons.”

The document seen by the Financial Times outlines Ukraine’s call for a ceasefire, rejects Russian President Vladimir Putin‘s proposals for territorial concessions, and stresses that “lasting peace shall be based not on concessions and free gifts to Putin, but on [a] strong security framework that will prevent future aggression.”

Ukraine will not accept any peace deal that involves giving up territory to Russia and insists a ceasefire must be the first step toward a broader agreement, FT reports.

The document also says Kyiv rejects a proposal Putin reportedly made to Trump in Alaska on Friday to freeze the frontline if Ukrainian forces withdraw from parts of Donetsk and Luhansk.

After meeting with Zelensky and NATO allies, Trump said on Truth Social that he had spoken with Putin and begun arranging a meeting between Putin and Zelensky at a yet-to-be-determined location.

Trump said he plans to join the two leaders afterward.

“This was a very good, early step for a war that has been going on for almost four years,” he wrote.

He added that Vice President JD Vance, Secretary of State Marco Rubio, and special envoy Steve Witkoff are coordinating with both Russia and Ukraine.

During the meeting we discussed Security Guarantees for Ukraine, which Guarantees would be provided by the various European Countries, with a coordination with the United States of America. Everyone is very happy about the possibility of PEACE for Russia/Ukraine.

“At the conclusion of the meetings, I called President Putin, and began the arrangements for a meeting, at a location to be determined, between President Putin and President Zelenskyy. After that meeting takes place, we will have a Trilat, which would be the two Presidents, plus myself. Again, this was a very good, early step for a War that has been going on for almost four years. Vice President JD Vance, Secretary of State Marco Rubio, and Special Envoy Steve Witkoff, are coordinating with Russia and Ukraine. Thank you for your attention to this matter!”

German Chancellor Friedrich Merz told reporters on Monday: “This is not just about the territory of Ukraine. It’s about the political order of Europe. It’s completely clear that the whole of Europe should participate.”

What Happens Next?

Trump has established a two-week timeline for determining diplomatic progress, stating both sides will soon know “whether or not we’re going to solve this or is this horrible fighting going to continue.”

The proposed Putin-Zelenskyy meeting will precede trilateral discussions including Trump, though specific timing and location remain undetermined. Russian officials have indicated willingness to continue direct negotiations, but full agreement on meeting parameters has not been confirmed.
