President Donald Trump‘s One Big Beautiful Bill Act is being discussed by committees in the House of Representatives, and the public is tuning in via livestream.

Newsweek asked ChatGPT to analyze the comments on the House Rules Committee’s discussion, which saw House Democrats question the Trump administration on what the legislation includes. The chat, which streamed on YouTube, was available to viewers around the world.

The Context

The bill is a 1,116-page legislative package that seeks to reshape U.S. fiscal and social policies. It encompasses extensive tax reforms, spending cuts and policy overhauls. On Monday, the House Budget Committee passed the reconciliation bill, which sets the budget, by a 17-16 vote. The House of Representatives could vote on the bill later this week. If passed, it would still need to get past the Senate to become law.

What To Know

Newsweek told ChatGPT to read the live chat of the Associated Press’ livestream of the House Rules Committee, which received more than 2,000 concurrent viewers.

The AI received this prompt: “List the most common words and phrases and analyze the reaction, focusing on nontrivial, frequently used terms (ignoring very common English words like the, is, etc.).”

In response, ChatGPT summed up the livestream’s reaction as “mildly negative,” saying: “The frequency of most words is low due to the wide variety of unique phrases and proper nouns. However, vote and no appear repeatedly, indicating a strong theme of opposition or protest.”

One of the most common messages in the chat was “vote no,” which many viewers used in direct response to statements made by the committee members.

According to ChatGPT, the most-used words in the chat were no, shame, liar, MAGA and tax.

While the latest bias and reliability ranking from Ad Fontes said the Associated Press was one of the least politically biased outlets in the industry, viewers on the stream demonstrated a clear anti-Trump bias in the chat.

What People Are Saying

Speaker of the House Mike Johnson said on Fox News Sunday on May 18: “We’re on track, working around the clock to deliver this nation-shaping legislation for the American people as soon as possible. … This really is once-in-a-generation opportunity that we have here.”

Regarding AI policy, Margaret Hu, a professor of law at the William & Mary Law School, told Newsweek: “States are ‘laboratories of democracy.’ In the context of a field as new as AI law and policy, states and municipalities have been ‘AI law laboratories of democracy.’

“If and when an omnibus AI law is passed by Congress, then Congress can say, ‘We’re now regulating the field at the federal level, and states should not interfere or pose an obstacle to federal regulation.’ But that’s not where we are right now. It’s highly problematic constitutionally for Congress to say, ‘We don’t want to regulate AI, and we don’t want states to regulate AI either.’”

What Happens Next

Johnson has said he wants the bill passed through the House by Memorial Day, which falls on May 26. If it passes, the legislation will move to the Senate, where it is expected to face challenges.
