A Louisiana man who repeatedly raped a 14-year-old girl and impregnated her will be physically castrated while serving a 50-year prison sentence as part of a plea deal.
Glenn Sullivan Sr., 54, of Springfield pleaded guilty April 17 to four counts of second-degree rape — and agreed to be surgically castrated, as opposed to chemically castrated, at the request of prosecutors, authorities said.
“I felt that this case was a strong enough case and warranted such action,” said 21st Judicial Assistant District Attorney Brad Cascio in a statement, according to WBRZ.
Sullivan raped his victim and then terrorized her into silence by threatening her and her family, said a statement by 21st District Attorney Scott Perrilloux.
The Livingston Parish Sheriff’s Office launched an investigation into Sullivan in July 2022 after the girl came forward and told detectives he had raped her “multiple times” when she was just 14 years old.
In investigating the sordid case, detectives learned Sullivan had “groomed” the victim and “used threats of violence against her and her family” to keep her quiet, Perrilloux wrote.
“So many of these types of cases go unreported because of fear. The strength it must have taken for this young woman to tell the truth in the face of threats and adversity is truly incredible,” Perrilloux said, applauding the young victim for her courage in coming forward.
The juvenile became pregnant during one of the attacks, and DNA evidence obtained during the investigation proved Sullivan was the father of the child, the DA’s office said.
“Sex crimes against juveniles are the most malicious crimes we prosecute. I intend on using every tool the legislature is willing to give us, including physical castration, to seek justice for the children in our community,” Cascio added in the statement.
In addition to the decades-long prison term Judge William Dykes handed down, Sullivan will also be required to be surgically castrated, a procedure that will be carried out by the Louisiana Department of Corrections.
A 2008 Louisiana law gives the state the power to “chemically castrate” sex offenders convicted of certain crimes using a drug called medroxyprogesterone acetate.
But the law also states a male prisoner can be physically castrated as long as he files a written motion with the court showing he “intelligently and knowingly, gives his voluntary consent to physical castration as an alternative to the treatment.”
The law also states that such procedures must be performed a minimum of one week before a defendant is released.
