Suspense grows as Democrats flip first congressional seat in early midterm results

Democrats flipped the first congressional seat in the 2026 midterms in Guam, according to final unofficial results hours before mainland polls close.

Former Guam Attorney General Alicia Limtiaco, a Democrat, led Delegate James Moylan (R-GU) by 662 votes after Tuesday’s election, according to final unofficial results reported by The Guam Daily Post.

Limtiaco received 15,645 votes, or 51%, to Moylan’s 14,983 votes, or 48.84%, the newspaper reported.

Two national political reporters marked the result on X as Guam finished counting Tuesday morning, Eastern time.

“That’s a Dem flip fwiw,” political journalist David Weigel wrote on X, sharing a VoteHub tally that showed all precincts reported.

“As goes Guam ……” Punchbowl News co-founder John Bresnahan posted on X, sharing a tally that listed both of the territory’s top races as flips.

The saying holds that one early contest shows where the nation is headed, but most of the country was still voting when Guam finished counting, so any such forecast must wait until polls close Tuesday night.

Moylan was first elected in 2022 and reelected in 2024, Pasquines reported before the vote.

Guam’s delegate can sponsor bills and vote in committees but has no vote when the full House passes legislation, Pasquines said. So the pickup does not add to the voting members who will decide which party controls the House.

Guam’s race for governor moved toward Republicans as the count went on.

Sen. Therese Terlaje (D-GU) and her running mate, Sen. Sabina Perez (D-GU), led the Republican ticket of Tony Ada and E.J. Calvo by 80 votes in the first batch of results at 11:32 p.m. Guam time, the Daily Post reported.

With 38 of 59 precincts reported, Ada and Calvo led 10,179 votes to 9,682, VoteHub posted on X.

The Republican ticket finished 1,020 votes ahead in the final unofficial results, the Daily Post reported. Gov. Lou Leon Guerrero (D-GU) is term-limited, according to Pasquines.

The lead changed hands during the count, and if the final numbers hold, Republicans will take a governor’s office now held by a Democrat.

Both races remain unofficial until the Guam Election Commission certifies the results, according to the Daily Post.
