Trump’s plan to buy votes, briefly explained

Welcome to The Logoff: Donald Trump is trying to bribe his way out of a midterm disaster.

What’s happening? Over the weekend, Trump announced a plan to send $90 payments to more than 20 million Americans 65 years and older, drawing from a pool of money called the Medicare Improvement Fund.

Trump, in a post, described the payments as part of a strategy to “substantially LOWER costs for our Seniors” — but the money, a single nonrecurring payment set to go out this month, was reportedly already earmarked for other programs before Trump decided to redirect it.

Why now? Trump, facing a potentially catastrophic midterms for his party, has been looking for any way to turn out (Republican) voters — up to and including offering them cash, either implicitly or explicitly, in return for their support.

In the implicit category: these $90 payments and a smaller number of $500 Affordable Care Act refunds (fewer than 1 million) that began going out last week.

Much more explicitly, however, he’s also promising Americans $5,000 if they reelect Republicans in the midterms.

Trump has directly linked Medicare payments with the promised checks: “Because I delivered on this very important issue for the American People,” he wrote in a post, “they can also rest assured the highly popular $5,000 Trump Dividend will be distributed to every U.S. Citizen if, and when, the Republicans win the Midterm Elections!”

Will it work? It’s hard to say for sure, but it feels unlikely: The Medicare payments are relatively small, while the ACA payments are going out to relatively few voters. Polling suggests that voters are not fans of the promised $5,000 checks, and even fewer believe that they’re going to happen (they’re almost certainly correct).

What else should I know? Direct payments to Americans — real or promised — are not the only way Trump is trying to sway the midterms in his favor. He’s also continuing to spend taxpayer dollars on a propagandistic ad campaign, which he personally directed.
