The federal government released the first document offering a glimpse into the controversial prison transfer of Jeffrey Epstein accomplice Ghislaine Maxwell — but the explanation for the move remains under wraps.
The Federal Bureau of Prisons released the July 2025 transfer application to Bloomberg investigative reporter Jason Leopold after a yearlong Freedom of Information Act fight. Maxwell was moved from a federal prison in Florida to a minimum-security facility in Texas shortly after she was interviewed over two days by then-Deputy Attorney General Todd Blanche.
“The BOP withheld all of the key information, adding to the secrecy that has surrounded the government’s decisions involving Epstein and Maxwell,” Leopold reported Monday.
“To date, there hasn’t been any real public accounting for Maxwell’s sudden transfer,” he added, calling the newly released application “the first document to be released that offers a tidbit of information about the decision.”
But the Bureau of Prisons redacted a section containing the detailed justification for Maxwell’s transfer, according to Bloomberg. Federal officials also withheld information about her medical status, disciplinary history, adjustment to incarceration and relationships with other prisoners.
“The agency also redacted a section of the application that explained whether there were any ‘discrepancies’ in Maxwell’s security and custody levels,” Leopold explained. That, he added, could have helped explain her mysterious move to the minimum-security facility.
The agency even withheld the names of officials who signed the application, citing a FOIA exemption that says disclosure “could reasonably be expected to endanger the life or physical safety of any individual.” Answers to questions about whether Maxwell had a parole hearing scheduled – and if so, when – were as well redacted.
Leopold said Monday his public records lawsuit against the Bureau of Prisons remains ongoing.
“This isn’t the end of the road,” he said, adding that Democratic Sens. Sheldon Whitehouse, Adam Schiff and Richard Blumenthal filed their own FOIA requests on the matter.
