The federal agent who shot dead a Minneapolis mother in her car was identified on Thursday as more details emerged about the officer.
The agent was at the center of a significant number of questions surrounding the incident and shooting that left 37-year-old Renee Nicole Good dead after she had dropped off her 6-year-old daughter at school. Critics have called for him to face murder charges, while Vice President JD Vance has insisted he is shielded by “absolute immunity.”
Here are five things to know about the officer.
1. He was identified as Jonathan Ross, an Immigration and Customs Enforcement agent.
The Star-Tribune, which cited a source with knowledge of the case and court documents, reported Ross was the officer who fired the three reported shots at Good through her Honda Pilot windows.
2. Ross was previously injured in a separate car-related ICE raid incident.
Officials have said Ross was reportedly dragged about 50 yards in a previous, separate federal agency incident involving a fleeing driver, leaving him with more than 30 stitches in his leg. Vance said during a press conference Thursday, “You think maybe he’s a little bit sensitive about somebody ramming him?”
Ross was involved in the arrest of Roberto Carlos Munoz-Guatemala, a Mexican citizen, in Bloomington, Minn. on June 17, 2025.
“Munoz had previously been convicted of fourth-degree criminal sexual conduct and had been put on a detainer by immigration officials. Munoz ignored the agents’ commands, including to fully roll down his car window, so Ross broke open his rear window and reached inside to unlock the door,” according to the Star Tribune.
Munoz reportedly accelerated his car to the curb and Ross was dragged, firing his taser twice, and injured.
3. Not much is publicly known about Ross, except that he is an “experienced officer.”
Homeland Security Secretary Kristi Noem has said that Ross “followed his training” and has been in similar law enforcement situations in the past.
4. He reportedly could be an Iraq war veteran and works out of the ICE field office in St. Paul.
Ross’ father reportedly shared an image of his son, who apparently works at the ICE field office in nearby St. Paul.
“A photo on the Facebook page of a man identified in public records as Ross’s father shows a man carrying an assault weapon captioned ‘Jon Ross in Iraq,’” The Intercept reported. “The man pictured in the photo and others closely resembles images of the agent at the scene of Wednesday’s shooting. Ross previously lived near Fort Bliss, a U.S. Army base in New Mexico on the outskirts of El Paso, Texas.”
5. The Trump administration has used the previous arrest incident to suggest that Ross’ actions were justified.
Vance, Noem, President Donald Trump, White House Deputy Chief of Staff Stephen Miller and a number of other Trump administration officials have said the shooting was justified — and blamed Good — despite questions over the video footage that suggested otherwise.
